I have installed evtest and monitored the touch-drag. So far it looks like some events coming in from the finger movement(there is more output while dragging with a finger). The next step would be to find out if this is a kernel bug. In Gnome Shell, try this (worked for me): Install package 'gnome-tweak-tool' and run it ("Tweak Tool"). Then try the different options in: Keyboard & Mouse > Touchpad > Click Method I found the default of "Default" didn't work. I have tested the click and drag action in an elementary os 0.4 Image I had laying around, which supported the action, but only in the corners of the touchpad though.
