I just installed the final release of Artful, without choosing to
install updates from the network, and /var/lib/apt/lists is full and I
am able to use 'ubuntu-bug apport' without having to run a software
update.

** Changed in: apport (Ubuntu)
   Status: Confirmed => Fix Released

Another way to recreate this bug report is to remove everything in
'/var/lib/apt/lists/*'.

Brian, I think you've already answered that question :)

The confusion came from a different definition of "freshly installed
artful system". I had installed it freshly, but left it turned off
overnight, and then tested. Apparently that was not fresh enough to
reproduce this bug.

Also, until recently I would manually update all fresh installations.
Previously I considered that still a "fresh installation" because it was
still untainted by human usage.

Anyway, we got there. I think bug 1050569 sounds fairly close to the
same issue.

Daniel you initially said you could not reproduce the bug then said that
you could. What was different between those two tests? I'm under the
impression that apt should be doing an update on first boot, so if you
wait just a little bit then update should have happened and then you can
use ubuntu-bug.
