The fact that Ubiquity uninstalls certain langsupport packages, which are on the ISO, is not wrong in itself. The problem seems to be that it uninstalls British packages even if the locale is British. That has apparently never been the intention. So the issue is not specific to Budgie. The linked bug report is (I think) about installing language packs and corresponding components. Here, we already have such things on the ISO and it appears something is deliberately uninstalling them.
