Public bug reported:

When attempting a netboot install on bionic, it fails during base system
install, with the message:

Trying to run anything in the chroot at /target/ fails:

  ~ # chroot /target /bin/bash
  chroot: can't execute '/bin/bash': No such file or directory
  ~ # ls -l /target/bin/bash
  -rwxr-xr-x    1 root     root       1544376 May 17  2017 /target/bin/bash

... which looks like a missing dynamic linker:

  $ readelf -l bash | grep interpreter
      [Requesting program interpreter: /lib64/ld64.so.2]

  ~ # ls -l /target/lib64/ld64.so.2
  ls: /target/lib64/ld64.so.2: No such file or directory
  ~ # ls -la /target/lib64/
  drwxr-xr-x    2 root     root          4096 Oct 11 20:21 .
  drwxr-xr-x   20 root     root          4096 May 23  2017 ..

The syslog seems to indicate that the installer failed to untar a
symlink:

  Dec 12 05:17:36 debootstrap: tar: skipping unsafe symlink to '/lib
/powerpc64le-linux-gnu/ld-2.26.so' in archive, set
EXTRACT_UNSAFE_SYMLINKS=1 to extract

I've attached a script to reproduce the issue in qemu. I can provide the
full syslog if you need it.
