The notification timeout value is default 4 seconds. So the app needs to send the time value to the notification system. It sounds like that the pushbullet extension is not doing this correctly - or chrome is stripping that 30 second value and just passing the notification onto dbus without a time value. So it is a bug in either the extension or chrome.
