Are you using gnome-shell? Yes it is broken on shell. I believe Ubuntu patches the alt-tab behavior. This is not a unity bug. That's not useful, because the switching time is way too slow. Installing the AlternateTab Gnome extension gives me the behavior I want. You might consider that a work-around, but I fail to see how this so-common use case could be so drastically broken. For me it is working. 1) Press Alt+Tab 2) Switch to terminal, but keep holding tab. You will dots beside terminal 3) Then it will spread with only terminals. You can switch with alt-tab or arrow keys.
