This sort of inconsistency shouldn't happen on mirrors which use the recommended 2-stage sync: https://wiki.ubuntu.com/Mirrors/Scripts Currently cn.archive.ubuntu.com is redirected to us.archive.ubuntu.com, so if the latter works for you, the former should also.
