I have the same problem as Desnesn (in #2). Found a workaround that can be 
applied while Ubuntu team and the packages developers don't solve the deadlock.
Just install the python-gpgme package for Artful that can be downloaded at 
"https://www.ubuntuupdates.org/package/core/artful/main/base/python-gpgme";
install it before install the problematic package.
This workaround was suggested by the support team of Warsaw developers. Can be 
seen at 
"https://www.reclameaqui.com.br/gas-tecnologia-a-diebold-company/ubuntu-18-04-lts-erro-de-instalacao_Ksid1yMqTuP2jy66/";
 (text in portuguese)
