On 18.10, I appear to have had the same issue, and I can confirm that installing cinnomon-desktop-environment +recommends did help in my case. I had the exact same problem. I suppose that can be something as recommends missed or something that can cause unexpected issue. FWIK install with cinnamon-desktop-environment including recommends solves many issue (major of cases about only one or more part) Another thing that can cause issue spotted by some users seems gnome-user-share.
