At least now in Intrepid, eclipse-gcj is recommended by eclipse and therefore it's installed when eclipse is installed by default. I see this too. In addition, if I try to open a project via CVS (File-New project-Projects from CVS-Next), I get: The selected wizard could not be started. Reason: Plug-in org.eclipse.team.cvs.ui was unable to load class org.eclipse.team.internal.ccvs.ui.wizards.CheckoutWizard.
