export QUOTING_STYLE=literal 
in .profile or /etc/profile helps


It happened on moving from UBUNTU LTS 16.04 to UBUNTU LTS 18.04 (migration from 
one server to the other, not an upgrade of one server)

It is related to the "ls" command only, and not a generic UNIX kernel.
Seems to be a change in core-utils ls command

You should discuss to default to QUOTING_STYLE=literal on UBUNTU 16.04
LTS

Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.18 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".

filename is set correctly 
echo *

' single quote is not part of the filename

"ls" command is displaying filenames differently as in LTS 16.04
