VLC -> Media -> Open Network Stream
Enter the URL of the video, eg. URL of a YouTube-video
Select Stream
Add file, eg. Test.mp4
Select profile, eg. Video H.264 + MP3
Stream

VLC starts to play the video, the file Test.mp4 will have only 159 bytes.
Streaming works in Ubuntu 17.10, but not in 18.04
