to enable ID3v2.3 in easy tag please install easytag-aac from ubuntu  Software 
Center, later go to EASY TAG settings-preferences.
You can recognize if 2,3 is enabled checking Help-About Easy Tag - add-ons...

Hello and thanks again for looking into this issue.

Right now I'm seeing mixed results, as follows:-

1) ID3v2.4
 UTF-16 cannot be selected. That is to say, after choosing it in the 
preferences page and clicking OK, upon returning to the preferences page 
somehow the setting has reverted to UTF-8. [Perhaps this is intentional, since 
v2.4 was largely about adding UTF-8. Maybe no harm would come from removing 
UTF-16 from the list of character sets for v2.4.]

2) ID3v2.3
 Better luck here. UTF-16 can be selected even though it is greyed out. 
According to my test this is generating UTF-16LE. (Yay!)

For my purposes v2.3 is now usable and this issue is resolved. The only
lingering doubt is, what if there are MP3 players which support big-
endian only? If so, the inability to select UTF-16BE would be the mirror
image of this bug for anyone owning one of those. By all means let's
call it fixed and see if they come stampeding forth. :-)

Karmic (and Jaunty-backports) contains the newer 2.16 easytag (as opposed to 
2.14).
Could you please check if this is still an issue for you with the latest 
version?

Thanks for following up on this.
I have just reproduced this with easytag-aac 2.1.5-0.0 and libid3tag0 
0.15.1b-10 on Hardy 8.04.
These versions are unchanged in Intrepid so the answer must surely be Yes!.

As before, a UTF-16 tag written by Picard appears perfectly on the player but 
the same tag written by Easytag displays nonsense.
The difference is that Easytag is currently writing UTF-16 as big-endian.  This 
can be verified for example by:-
  xxd song.mp3 | less
and looking for the byte order mark in the ID3 header:-
fe ff indicates big-endian
ff fe indicates little-endian.

Previously, Easytag would output little-endian in ID3v2.3 but that
option has now been removed from the preferences page.
