This one indeed appears to be fixed in Ubuntu 10.04 and 10.10: I can configure printers when my network cable is unplugged or when my ethernet connection is switched off in NetworkManager. Tim, can you make system-config-printer keep running when there is no network? As long as CUPS is working system-config-printer should work, too. Currently, it stops without needing to stop. Instead of exiting, s-c-p should temporarily disable the "Show printers shared by other systems" feature (with an internal ignore flag for each missing CUPS server?). Presumably this also happens if one of many CUPS servers on a large network is disconnected. A workaround for this is to go to: System->Administration->Printing->Server Settings and ensure that "Show printers shared by other systems" is deselected before disconnecting from the network.
