I'm no longer sure h brings up the tutorial after installing common-non-dfsg. Same problem here. Ubuntu 19.10. Info 6.6.0.dfsg.1-2ubuntu2. Following advice from https://unix.stackexchange.com/questions/588026/cannot-start-the-info-tutorial-in-debian-9-stretch I installed emacs-common-non-dfsg.
