That's fine, there's plenty of python developers out there who could
do it.   The maintainer listed is

His role is to include backported patches if he feels they are
justifiable, here.  Who makes the patches is whoever fixes the problem
(that could be me, even).  There are plenty of Ubuntu LTS users out
there.  This is a defect in Ubuntu LTS.

Ubuntu disco 19.04 does have 2.6.1, but that doesn't change the fact
that the LTS version of ubuntu has 2.4.  It's not likely to be updated,
outside of patches to fix issues as they come up (like this).

As far as Mnemosyne's development is concerned, as mentioned before,
please report bugs against the latest released version, 2.6.1 currently.
2.4 is really ancient, and Ubuntu should update its version.
