True, the upgrade completed successfully but without DNS which is
reasonable because I don't think that a user needs a network connection
after the files were downloaded. But I experience Wi-Fi disconnects once
in a while.

Anyway, I tried to figure out what might be the reason for the absent of
DNS. During the upgrade I choosed to keep my files when asked to keep or
change to the distro one's. I tried to remember which files I kept and
checked for network related files and I found that my
NetworkManager.conf was different from the distro file which was copied
to /etc/NetworkManager during the upgrade.

My old file:

[main]
plugins=ifupdown,keyfile,ofono
dns=dnsmasq

no-auto-default=aa:bb:cc:dd:ee:ff,

[ifupdown]
managed=false

The distro file:

[main]
plugins=ifupdown,keyfile

[ifupdown]
managed=false

[device]
wifi.scan-rand-mac-address=no

So, I decided to use the distro file instead my old file and now the DNS
works.

What I see now in syslog which might be related and I don't see when I
used 8.8.8.8 as a workaround is this:

Oct 10 09:47:58 systemd-resolved[335]: Using degraded feature set (UDP) for DNS 
server a.b.c.d.
Oct 10 09:57:05 systemd-resolved[335]: Grace period over, resuming full feature 
set (UDP+EDNS0) for DNS server a.b.c.d.

sorry, it's not clear to me, are you saying the upgrade completed
successfully?

And do you mean that currently, your dns does not work?

Got the same issue after the upgrade. In my case:

moshe@moshe-desktop:~/New$ grep . /run/resolvconf/interface/*
nameserver 127.0.0.53

moshe@moshe-desktop:~/New$ cat /etc/resolv.conf
# Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)

# 127.0.0.53 is the systemd-resolved stub resolver.
# run "systemd-resolve --status" to see details about the actual nameservers.

nameserver 127.0.0.53

The difference from Zoltn's issue is that I don't have the lines:

options edns0
search home

During the upgrade which was done using Wi-Fi, the connection went down
but it was after the download completed so the upgrade ended.

I don't know whether I find time to install a 16.04 then upgrade it to 18.04,

I'm not sure what, if any, the bug was in the first place.  If you can
reproduce the failure, please feel free to update this bug.

I added the "nameserver 8.8.8.8" line to the
/etc/resolvconf/resolv.conf.d/head and it adds this line to the
/etc/resolv.conf file

I removed the 8.8.8.8 line, restarted the computer and I have internet.

it seems the problem is solved.
The question is whether the patch/fix/change is included into that ISO file 
which is used for upgrading the older ubuntu releases to the 18.04?
I had many updates the last year, but the origin of the problem was that I 
couldn't connect to the internet right after the upgrade and this way I 
couldn't update any packages or configuration..

to confirm, you added this line yourself, right?

Assuming you did, can you please reboot, and make sure that 8.8.8.8 is
no longer in your /etc/resolv.conf file, and re-gather the info?  Also,
after rebooting, please get the output from:

$ SYSTEMD_LOG_LEVEL=debug systemd-resolve google.com
