@Malcolm Smith - and does your /etc/modprobe.d/iwlwifi.conf file contain
the word "options" in line 8? If not please open a new bug report
regarding your issue.

I am getting the same error upgrading from Ubuntu 18.10 to 19.04.  The
upgrade then aborted and ran the recovery 'dpkg-configure-a'.

Brian, I ran your requested command and got this result:
f27bc645e93e20c8e532325d190ac8ee  /etc/modprobe.d/iwlwifi.conf

Let me if there is any other information I can provide.

This line from VarLogDistupgradeAptlog.txt leads me to believe that you
have modified that file:

libkmod: ERROR ../libkmod/libkmod-config.c:656 kmod_config_parse:
/etc/modprobe.d/iwlwifi.conf line 8: ignoring bad line starting with
'“options'

Could you please run 'md5sum /etc/modprobe.d/iwlwifi.conf' in a terminal
and report back with the results?  Thanks in advance.
