There is a slight chance this is a kernel bug, so I am assigning it
there.

I've seen a few reports of people having trouble with analogue VGA
connections not detecting EDIDs, resulting in low resolution.

It appears Xorg (or the kernel) can't detect the EDID of your monitor
via the VGA connection:

So only standard modes are provided in order to avoid guessing and
damaging the monitor.

In order to allow the system to detect your monitor properly, please use
the DVI port instead. If you can't do that then try a different VGA
cable. But a monitor connected via your digital port (DVI) would be
best.

P.S. You also seem to be using the 'oibaf' PPA which is not supported by
Ubuntu.
