Public bug reported:

Upstream LibreOffice provides two branches of LibreOffice, the Fresh
Branch (6.3.0) and the Still Branch (6.2.7). In Ubuntu there is a PPA
that tracks the Fresh Branch (LibreOffice Fresh) and separate PPAs that
track one major version of LO without crossing to a higher version in
the same PPA.

I suggest creating a new PPA that tracks only the Still Branch of
LibreOffice. Meaning, today the latest version in the still branch is
6.2.6, the last release from the 6.2.x branch is 6.2.7 and its end of
life is on November 30, 2019. Afterwards the still branch will track the
6.3.x branch from the 6.3.4 release and so on.

So the PPA would have:
6.2.6 ⇒ 6.2.7 (EOF) ⇒ 6.3.4 ⇒ 6.3.5 ⇒ 6.3.6 (EOF) ⇒ 6.4.4 ⇒ 6.4.5 ⇒ 6.4.6 ⇒ ... 
and so on.

The reason why I ask this is that almost always the first three releases
of a new major version of LO are buggy and have regressions. The 6.3.0
version that I'm on now is buggy, but at the same time, newer versions
of LO fix bugs and UI enhancements that probably will never be
backported to older branches like the one in Bionic. So tracking only
the Still Branch solves this issue especially for enterprise and school
users.

The Still Branch PPA would target only the Ubuntu LTS releases, Xenial
and Bionic, because it doesn't make sense to target the short-lived
releases.
