Public bug reported:

I couldn't find a package that provides /etc/environment using "dpkg
--search environment"

Applies to updated hardy as of 20.01.2008

uname-a:
Linux rune-laptop 2.6.24-4-generic #1 SMP Mon Jan 14 17:30:39 UTC 2008 i686
GNU/Linux

When executing terminal commands in konsole, I get:
Command 'iwconfig' is available in '/sbin/iwconfig'
The command could not be located because '/sbin' is not included in the PATH
environment variable.
This is most likely caused by the lack of administrative priviledges associated
with your user account.
bash: iwconfig: command not found

file /etc/environment contains:
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games"
LANG="en_US.UTF-8"

It seems like the PATH environment variable from /etc/environment is not
used.
