This has been closed upstream as a mutter issue.  Thus closing this
since 20.04 incorporates a new mutter.

Feel free to reraise upstream if it is still an issue on 20.04

After a logout/login or reboot, it takes about 2+ weeks for the bug to
manifest.  It is finally back in that state.  Some apps in the menu do
not launch, menu search does not work, and Raven side panel does not
open.   I made a video to show.

I can leave it in this state for a while if there is additional
debugging information that I can capture and send.  I am not sure how a
re-install would help with troubleshooting.  I am willing to assist in
finding a root cause.

Budgie menu opens and closes after clicking on an application but does
not launch the application selected. Also, application search field at
top of menu does not accept keyboard input.

Strange, not reproducible here. Can you try different keyboard locales
and a fresh install (live USB, VM, etc?)

The problem manifested in 19.04 before the upgrade.  I had hoped 19.10
would fix.  The issue is intermittent.  Logging out or rebooting fixes
for a time.  Launching favorited apps from the Icon Task List always
works, so problem has been easy to ignore.  This is the first Ubuntu bug
I have ever filed, so it took me some time to get here.
