The global menu patch (unity-menubar.patch) is usually disabled at the beginning of the firefox beta cycle if it doesn't apply cleanly, so as not to block publishing the first beta builds. It is later updated and re-enabled, so this is a normal situation. Please note that using the firefox-next PPA is not recommended unless you know what you're doing (i.e. for testing purposes only).
