I have exactly the same problem on Kubuntu Gusty. I also have an Optiarc AD-5200A. Audio CD's are recognised as Blank CD-R when inserted into the drive. Setting the debug mode would just print more information when the driver executes certain functions. This might be not the case after failure. The problem is that the drive itself seems to report the inability to play audio. Reading the driver code the seem to be some other drives that do not report correctly but work when this is ignored. The echo would work when done from a root shell (sudo -i). But if the status already shows inability to play audio cds, this probably won't show much new. Could you also provide the output from 'cat /proc/sys/dev/cdrom/info' and maybe try to insert an audio cd after activating the debug mode of the cdrom driver (echo 1 /proc/sys/dev/cdrom/debug).
