"Fresh" install, /home kept, via "Other " on install from usb

Powering off gets me into sleep mode, power button configured to only on/off.
More on/off gets real shut down.
I have to go through safe mode, and have not found what gets it working. Last 
time I did all, and had to reboot again, because of same issue.
