So the snap was eventually successfully installed for Norbert, either the first time around (despite the error message), or in a subsequent update. Of course I was connected to the Internet, I have installed all stuff from MATE Welcome. It run `apt-get update`'s hundreds of times. This looks similar to bug #1874120. Were you connected to the internet when installing chromium?
