i can confirm that this bug is FIXED in the 1015 kernel which i
downloaded through the normal software update process.

I have the same issue . My kernel obtained by yesterday´s upgrade is:

SW acceleration still does not run:

When could we expect orinary automatic upgrade to 5.4.0-1014.14 kernel which

I had the same issue with the latest stable 64-bit kernel. However
upgrading to the latest proposed 5.4.0-1014.14 kernel
(https://launchpad.net/ubuntu/+source/linux-raspi/5.4.0-1014.14) fixed
it, and now the V3D driver works by default. I tried only with 64-bit,
on a Raspberry Pi 4 Model B Rev 1.4.

I have now built and run a kernel with:

CONFIG_DRM_V3D=m
CONFIG_CLK_RASPBERRYPI=y
CONFIG_ARM_RASPBERRYPI_CPUFREQ=y

in .../focal/debian.raspi/config/config.common.ubuntu and i can confirm
that it fixes the problem.

My debug code shows raspberrypi_clk_probe() successfully adding clock
"firmware-clocks" and v3d_platform_drm_probe() now succeeding.

/dev/dri/renderD128 exists.

A simple opengl test program renders correctly and reports:
renderer = V3D 4.2
whereas before this change, it reported:
renderer = llvmpipe

Note that this is a 32-bit kernel, based on the code in the raspi
branch, which is at kernel version 1009. I don't know if the same
changes will also work in 64-bit kernels. A recent post in raspberry pi
forums suggests it may not.

Re-examining the output of the debug code I added a few weeks ago, I
noticed that I had put a kprintf into clk-
raspberrypi.c/raspberrypi_clk_probe(), and it never was invoked.

Thus, I think you're right that adding:

CONFIG_CLK_RASPBERRYPI=y
CONFIG_ARM_RASPBERRYPI_CPUFREQ=y

has a good chance of getting us past this problem.

I will try adding those lines to
.../focal/debian.raspi/config/config.common.ubuntu. I'm having trouble
building/running a modified kernel at the moment, but will do this as
soon as I can.

Investigating this bug is my first foray into the linux kernel source;
I'm not familiar with the details of kernel configuration.

So if it's already enabled in .../focal/arch/arm64/configs/... and has

don't know what it is.

i have had that line all along in /boot/firmware/usercfg.txt (which is where it 
goes on a pi 4).

bug 1850876 references linux-raspi2, and the v2 test kernel is based on
linux 5.3.

i'm running ubuntu 20.04 on a pi 4 - the raspi branch - which is based
on linux 5.4.

do you have a test kernel built from the raspi branch, or is there a git
commit i can check out to build it myself?

i have been successfully building and running kernels from source obtained via:
git clone --depth=1

i'm attaching some small excerpts from dmesg output from some debugging
printk calls i added to the kernel v3d and clock code.

there is another small issue with v3d_platform_drm_probe() - when it
gets -EPROBE_DEFER from devm_clk_get(), it doesn't return -EPROBE_DEFER
to its caller, so v3d_platform_drm_probe() was only being called once. i
changed it to return -EPROBE_DEFER, and that resulted in many attempts,
but all with the same result - finding 6 clock providers, none of which
matches "firmware-clocks".
