I see a fix has been applied to 5.4.0-37-generic which hasn't percolated down yet. Using Ubuntu desktop and GDM3 the flickering doesn't occur (but I can't log back in from lock). Using any other DM and DE the flickering occurs. It appears unrelated to compositing as I've tried it with and without compositing enabled.
