Hm, settings in the https://extensions.gnome.org/extension/1160/dash-to- panel/ also affects the launcher. Hi, even with the extension disabled, launcher still appears on the wrong screen. Also, this is somewhat random, it was working for several days and after reconnecting / disconnecting monitor, this issue is back. I am attaching a photo. The problem appears to be in the dash/dock extension you are using which doesn't seem to be the regular Ubuntu one. So this bug is invalid for mutter.
