Although I can see from 'kernel-modes.txt' that the problem is
originating from the kernel. So the Wayland session is unlikely to help.

The option is unfortunately a little too hidden...

You need to click on your username on the login screen and then use the
icon/menu in the bottom right corner of the screen before entering your
password.

1. Selecting 'Ubuntu on Wayland' from the login screen. Do you now get
4K modes offered in Settings?
- I don't see any Wayland option. The max resolution at Display
Settings is 1080p.

2. Run:
   grep . /sys/class/drm/*/modes > kernel-modes.txt
- Attached the file.
