I have now upgraded the guest to 20.10, version 6.1.14, and things have changed. I can log into a graphical session. I've tried using Virtualbox 6.1.14 from this PPA - https://launchpad.net/~costamagnagianfranco/+archive/ubuntu/virtualbox- ppa in both host and guest. This seems to fix the problem. On further experimentation the problem seems to be with guest-x11.
