I don't think that is a very good solution. I think this bug needs to be re-opened. I've encountered it myself (on one of the new M1330 laptops with Intel GM965/X3100), but it shouldn't take a command line to resolve the issue. Also, the $(HOME)/.config/compiz is somewhat necessary to set the SKIP_CHECKS option. Finally, the "Cannot fork" error above is a symptom of the problem itself (Compiz forks so much that it eats up all the available processes, and eventually stops itself from being able to fork).
