Since you can't compile against the library without the header file, it would make sense to me to remove the matching library but at any rate, I understand the issue and thank you for your assistance. I just re-installed everything and it pulled what was missing but at this point it's clearly not your issue so feel free to close this ticket. I am sorry, it is 20.10 not 20.04. In Synaptic, under Settings -> Repositories -> Developer Options I have Pre-released updates (groovy- proposed) checked so perhaps that is why I have this version.
