Another work-around: Comment out 'match' section inside /etc/fonts/conf.d/91-ubuntu-mate-emoji.conf file. I do not know what could be side-effects of this, though. P.S.: This affects anywhere we use generic font name such as 'Sans Regular', 'Monospace', 'Default' etc. In Firefox, we can see this by checking under 'Languages and Appearance'. This bug is caused by wrong rendering of the font from `fonts-noto- color-emoji` package. Removing the `fonts-noto-color-emoji` fixes the issue.
