Public bug reported: Ubuntu Budgie 21.04. On battery, for example, battery says 40%. Close lid of laptop and then plug the laptop into AC. Open laptop on AC and applet still says 40% and gives no indication of being on AC. Disconnect AC and reconnect AC no change. The applet uses Upower to respond to battery events. So whatever is feeding Upower isnt being updated after a resume.
