Public bug reported: On a laptop running Ubuntu 21.04 with Unity, if you:
1. Click on the bluetooth icon in the status bar. 2. Click on the enabled slider to disable bluetooth. 3. Suspend the machine. 4. Close the lid. 5. Wait ten seconds. 6. Open the lid. then bluetooth is enabled again, even though it was disabled before suspending.
