Hi, this seems to have something to do with `debian/compat` file. There are warnings during building about version 9 being deprecated, so I changed it to `10` and applied the attached patch to `debian/rules` and have a working package. Thanks for taking your time to report this issue and help making Ubuntu better. Marking confirmed based on the links to filelist, and I see that the issue is also present in Impish. I'm not sure what caused this, I tried a simple rebuild but still ended up with missing files.
