The reason to set GO111MODULE to off is to build using the GOPATH mode and ignore the go.mod file. When it checks the go.mod file it tries to fetch some information from the Internet. Using Go >= 1.14 setting this variable to auto is enough, but in Focal and Bionic where we are using Go 1.13 it does not work and it still tries to download stuff from the outside world instead of using GOPATH mode.
