I verified ubiquity 20.04.15.14 and confirm I can enable AD in the user info page on a local network without public access. It also works with internet access and it is disabled without networking at all. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubiquity/20.04.15.13 in a few hours, and then in the -proposed repository.
