In your rabbitmq-server error log attached you can see the following:

Error during startup:
{error,{could_not_start_listener,"::",5672,eaddrinuse}}

Which means you already have something using port 5672 and rabbitmq-
server is trying to use that port. You can stop whatever service is
running in this port and restart rabbitmq-server or configure rabbitmq-
server to run in a different port.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
rather than a problem specific to your system, and then change the bug
status back to "New".

Well, to be honest, i did simply nothing :-). I installed the package
and its dependencies and the install did not work, so i opened this bug
report. I also tried to reinstall the package and it still doesn't work.

I tried to install rabbitmq-server in a fresh container running Ubuntu
21.10 (Hirsute) and it worked as expected. Also tried to install the
previous version and upgrade to the latest one (the one you are trying
to install) and everything worked fine again. Could you please share any
relevant log present in /var/log/rabbitmq directory? I was not able to
spot anything that could explain what is happening in your system in the
attached files, maybe I missed something since the logs are not in
English.

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
