Yes that CPU usage looks too high for an idle system, although probably not so high as to explain this bug. Please try: top -d 60 to get the 60-second average of CPU usage. Run it for several minutes and tell us which process bubbles to the top. Daniel, maybe this information will be useful for you, one core of my processor is always loaded more than others, and so on for 5 days. Unfortunately, I can't see which process loads exactly one core.
