@guiverc is right, this seems to me a local configuration issue.
In the logs I see you first installed mariadb and then after you
installed mysql, both are not co-installable, please make sure you do
not have them installed. Moreover, in the mysql logs you can seem more
than one occurrence of the following:

It seems your data is corrupted or an issue with some plugin. Please,
follow the instructions in the logs and check the upstream doc:

log format (103). Please follow the instructions at
http://dev.mysql.com/doc/refman/8.0/en/ upgrading-downgrading.html.
Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
rather than a problem specific to your system, and then change the bug
status back to "New".
