Thank you for taking the time to file a bug report.

From the logs we can see that in the set up process of the apache
package it tried to enabled a module and then it failed because of a
"Too many levels of symbolic links: '/etc/apache2/sites-
enabled/000-default.conf'". Could you please provide the content of your
/etc/apache2/sites-enabled and /etc/apache2/sites-available? Also any
custom config you might have if possible. An installation in a clean
environment works without issue, so I am wondering what you had in there
before upgrading to Impish.

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".
