Daniel,
I have found an additional clue in the "no scrolling in the Apps menu" 
issue when the display fractional scaling is set to 125%. After a lot more 
mucking about with the settings, I found that the problem appears only when 
I use a specific setting is enabled in the Universal Access control panel. 
In that control panel, you have the option to "Always Show Universal Access 
Menu" - which puts the Universal Access menu item up in the menu bar. When 
I enable "Large Text" in that menu bar item, that is when the 125% 
fractional scaling setting causes the Applications window to stop 
scrolling.
Interestingly, when you go to the Universal Access control panel and set 
"Large Text" it causes in-app text to be scaled up, but when you go to the 
Universal Access item up in the menu bar and set "Large Text" it causes 
menu bar text and text under icons to increase in size, but doesn't affect 
in-app text size. I expect this is normal behavior, but only setting "Large 
Text" in the menu bar item causes this issue.
I know this a bit convoluted. I hope the info I have provided is 
understandable.

Bug description:
When I select "Show Applications" to view all installed apps in Gnome on 
Ubuntu 20.04.3 LTS, the window does not allow me to scroll through the 
installed applications. After doing some testing, I discovered that this is 
related to me having "Fractional Scaling" enabled with a setting of 125% in 
the display settings. I am using a 4K display and use this setting to make 
windows and text appear larger on the screen.
If I set the scaling to 100% or simply disable Fractional Scaling, I am 
able to scroll through the list of installed apps normally. All other 
fractional scaling settings (100%, 150%, 175% and 200%) work perfectly. 
Only 125% is affected.
For reference, my display resolution is set to 3840x2180 @ 60Hz.
It is kind of late in the life of this release to do much about this, but I 
thought I should pass this info along.

I tried what you suggested and found that disabling the Ubuntu Dock 
extension does resolve the scrolling issue at 125% scale.
