We're closing this bug since it is has been some time with no response
from the original reporter.  However, if the issue still exists please
feel free to reopen with the requested information.  Also, if you could,
please test against the latest development version of Ubuntu, since this
confirms the bug is one we may be able to pass upstream for help.

Same problem with fglrx (as installed by envy).
Look at your diversions (dpkg-divert), that's where the problem lies.

using

dpkg -D -i /var/cache/apt/archives/libgl1-mesa-
glx_7.0.3~rc2-1ubuntu1_i386.deb

allowed me to see that it was trying to use a diversion to
/usr/lib/nvidia/libGL.so.xlibmesa

which didn't exist.  Creating this file (and directories) allowed the
package installation to go through.  I use the NVIDIA glx installed from
the nvidia website, so I end up overwriting all this stuff anyway, but
that allows me to go on, and may help others...

I don't understand the language but the bug is the same. My scenario was:
1. having a 100% working gutsy with the display driver replaced to a 
self-compiled radeonhd
2. upgrade to hardy
3. upgrade of libgl1-mesa-glx package fails constantly with error creating 
symbolic link './usr/lib/libGL.so.1': No such file or directory
