It work without .wapi too. But maybe without right to files in /root/.wapi when used fakeroot. I just ran into this problem myself, it seems to happen because the .wapi directory doesn't exist. I tried building the way they show on the site and when I run make I get pretty much a similar error although mine is a lot longer. The last bit seems to be the same.
