The about:config option mousewheel.horizscroll.withnokey is responsible for that. Possible values are: 0 Scroll by lines of text 1 Scroll by pages of text 2 Move forward/backward in browser history. 3 Make page text larger/smaller What version of Firefox, Ubufox and Ubuntu do you use?
