I had the issue but with "gnome-power-manager" checked all the time. The I tried to uncheck it, reboot, recheck it, reboot. Seems to work fine now. I want to note, that the first time I click on the "Quit" icon, it takes about 30-40 seconds for the dialog to show up. I came across the 'Power Manager unchecked' problem as well. Given that responses seem to suggest that this is the cause for most people, I suggest that this bug be about that problem, and if someone has a different cause, file a separate bug. That said, aside from whether the quit dialoge should even have a gnome- power-manager, it should NOT be possible to disable the power manager service if it is 'essential' as a dependency of the quit dialogue. I did have it unchecked. I didn't feel that I needed power management due to my main computer being a desktop and not a laptop. What other functions does that process provide? I'm being affected by this as well. ctrl-alt-backspace works for me. I've been using #sudo shutdown -h now as a workaround. I get the same problem, however for me the quit dialog does come up about 2 minutes later if I sit and wait.
