Look at this video and you will see the missing border a lot clearer. Notice when the mouse hovers over the X that the bottom of the border of the square doesn't show. If I click the X, then it shows. If i hover over the close icon i get an info bubble that tells me what it is and it covers done but that cant be what you mean.
