Public bug reported: gcc-13 fails to build.
This is blocking the octave transition. plplot needs to migrate for the transition to complete. plplot has gained a dependency on gcc-13 in oracular-proposed. If this is not easily fixable, maybe it would help if gcc-13 were temporarily removed from -proposed and plplot rebuild to not depend on the newer gcc-13.
